Mzolisi Diliza is the Founder and current Group CEO of Strategic Partners Group (Pty) Ltd ("SPG") — a broad-based black economic empowerment partner in the Bombela Concession Company ("BCC"). BCC is responsible for the design, construction, commissioning, operation and maintenance of the Gautrain Rapid Rail Link Project.

He is the former Chief Executive of the Chamber of Mines of South Africa, a position he occupied from 1998, becoming the first black person to hold it after more than 100 years, until his retirement in December 2010. As a pre-eminent member of the South African business community, he is a member of the Institute of Directors and former Vice Chairman of Business South Africa ("BSA"). BSA, together with the Black Business Council, formed the current Business Unity South Africa ("BUSA").

He was a Commissioner of the BEE Commission, established to develop a clear and coherent vision and strategy for Black Economic Empowerment in South Africa. He is the immediate past Chairman of the International Chambers of Commerce South Africa (ICCSA), a former Director of Uthingo Lotteries and Gold Reef Casino Resorts Limited, and former Executive Member of the Mining Industries Association of Southern Africa ("MIASA") and the London-based International Council on Mining and Metals ("ICMM").

Mzolisi is accredited for setting up the Black Management Forum Investment Company Limited (BMFI) and being its founding Chairman, a position he held for more than 10 years. He is currently engaged in a range of activities that place him at the front-end of major industrial and commercial initiatives, and has led numerous B-BBEE initiatives including the Gold Reef Casino Resorts, Growthpoint Properties and Aurecon transactions.

He is a director of Bombela Operating Company, Bombela Maintenance Company, and Chairman of Mega Express. Mzolisi matriculated from Jongilizwe College for the Sons of Chiefs in Tsolo, and holds Bachelor of Commerce, Bachelor of Business, and Bachelor of Administration (Honours) degrees from the Universities of Rhodes and Stellenbosch respectively.

David Moshapalo is the Group Chief Operations Officer of Strategic Partners Group (Pty) Ltd — the BEE Partner of the Bombela Consortium for the Gautrain Project — and the past Chairman of Isithimela Rail Services (Pty) Ltd.

In 1988 he was one of the founding members of Fabcos (Foundation for African Business and Consumer Services). It was during his tenure at Fabcos that his role as a Black Economic Empowerment activist became visible. As the leader of the Southern African Taverners Association (SATA), he helped formulate the special liquor licence for taverners and shebeens in South Africa.

His previous positions include serving as advisor to various government departments on behalf of Black business, and participation in Government Task Teams that resulted in the Small Business Enabling Act — which brought about the government agencies NSBC (National Small Business Council), Ntsika, and Khula. As a member of the Executive Committee of Business South Africa (BSA), he facilitated the Black Management Forum’s (BMF) participation in Nedlac for the Employment Equity Act debates. He founded the first Black Business Council (BBC), and under his leadership the BBBEE Commission — chaired by Cyril Ramaphosa, the current President of South Africa — did its work.

Among his former directorships: former CEO of Kumnandi Leisure and Liquor Holdings (Pty) Ltd; former director of Withmore Investments (Pty) Ltd (formerly Phetogo), a BEE shareholder of KWV (Pty) Ltd; former director of Gauteng Tourism Authority; former alternate director of Aurecon; and former director of Mvelaphanda.

David Moshapalo is currently a director of Strategic Partners Group (Pty) Ltd, Bombela Concession Company (Pty) Ltd, Bombela Turnkey Contractor Joint Venture (Pty) Ltd, Business Partners Limited, and Optinet Systems.

He has attended executive leadership programmes internationally: Modern Management at Caltex Oil (SA) in South Africa; the New Leadership Program in Sweden; Arthur D Little Management at the Education Institute in Cambridge (USA); Industrial Relations, Human Resources Development and Personnel Management in Japan; and the ILO Strategic Management of Employer’s Organisation programme for English-speaking Africa in Italy.

Nadine qualified as a CA(SA) in 2003 and is a member of the South African Institute of Chartered Accountants. She holds a Bachelor of Accounting Science Degree, Honours Bachelor of Accounting Science Degree, and Post Graduate Certificate in Advanced Taxation from UNISA, together with a variety of other financial, audit and tax-related certificates.

After completing her degrees, Nadine completed academic articles through lecturing at Boston City Campus, and continues part-time lecturing today. She served her Trainee Accounting Articles at PwC, and was subsequently retained by PwC full-time from January 2003 as an Assistant Audit Manager for a year. She was then head-hunted by PKF as Audit Manager (2004 to 2006), assisting with Capital Gains Tax valuations and in the audit department.

In February 2006, with a strong audit background and CA(SA) qualification, she joined MediKredit Integrated Healthcare Solutions (Pty) Ltd as Commercial Manager, managing the Financial Control, Account Management, Quality Control, and Value Audit departments — investigating fraud claims and ensuring the quality of healthcare claims being processed and paid. She was promoted to Financial Manager, running the Finance Department until January 2015.

In February 2015 she joined the SPG Group as Finance Director, and is also a member of the SPG Executive Committee.

David is currently the Executive Board Chairman of Leboneng North Investment Holdings. A result-oriented individual with excellent communication and time-management skills, David has dealt extensively with local and international clients over many years. He is committed to research to ensure that the very best organisational interests are consistently achieved — and is always willing to learn and use new technology so that corporate objectives are realised in the most modern ways.

Among other qualifications, David holds a Masters Degree in Economics, Bachelors Degrees in Business Science and Business Administration, and a Higher Diploma in Accounting. He is currently registered as a PhD student at the Monarch Business School in Switzerland.

Skills and experience

Since serving her articles at Coopers & Lybrand (now PwC), Boitumelo has gained more than 20 years of fund management and treasury experience. Her competence lies in financial growth and strategy, decision-making, staff management, and high-performance culture. She has 12 years’ experience serving on boards in both the public and private sectors. She is currently self-employed as a real estate agent.

Work Experience

Luyanda is an investment professional with over 20 years of financial services industry experience in banking and investment management, having held senior and executive roles.

He is a co-founder of Argon Asset Management (Argon), an independent black-owned asset management firm that has been in existence for over 18 years. In his executive role at the firm, he executed the company strategy that grew Argon from a zero-client base to more than R30 billion of client assets under management, with a staff complement of 36 people.

Before joining the investment management industry, he was an accountant at one of the leading commercial lending banks in the country. He is the former Managing Director of Black Management Forum Investments, an investment holding company with equity investments in listed and unlisted companies.

Adv. Mtho Xulu holds a Bachelor of Laws (LLB) degree and a Master of Laws (LLM) degree from the University of South Africa (UNISA). His areas of specialisation include Commercial Law and Corporate Governance.

After completing his LLB degree, Adv. Xulu was admitted as an Advocate of the High Court of South Africa in 2011. As a national business leader, he is the Executive Director of JSX Investments (Pty) Ltd (an investment holding company with business interests in 8 economic sectors in South Africa), Non-Executive Director of Strategic Partners Group, Non-Executive Director of Bombela Concession Company, President of the South African Chamber of Commerce and Industry (SACCI), Chairman of the SA BRICS Business Council Trade and Investment Working Group, and a Member of the South African Statistics Council.
